The Caldwell Institute for Public Safety Proudly Welcomes Congressman Burgess Owens to our Advisory Board. Congressman Owens joins a group of dedicated leaders such as Former Attorney General of Florida Pam Bondi, TV host and media personality Dr. Drew Pinsky, and many others who have dedicated their lives to Justice, Fairness, Integrity, and the Rule of Law.

About Congressman Burgess Owens
Congressman Burgess Owens, a unique voice in public safety, represents Utah’s Fourth Congressional District. Raised in the segregated South, he witnessed firsthand the power of unity and resilience among people of diverse backgrounds in overcoming adversity. Owens broke barriers as one of the first black athletes recruited to play football at the University of Miami, becoming the third black student to receive a scholarship there. He earned a BS in biology and chemistry before being the 13th pick in the first round of the 1973 NFL draft. Owens played safety for ten seasons in the NFL with the New York Jets and the Oakland Raiders, winning a Super Bowl with the 1980 Raiders team.

Following his distinguished NFL career, Owens transitioned into corporate sales and eventually relocated his family to Utah. He founded Second Chance 4 Youth, a non-profit dedicated to supporting troubled and incarcerated youth, demonstrating his unwavering commitment to giving back and making a difference.

In Congress, Owens serves as Chairman of the Subcommittee on Higher Education and Workforce Development and is a House Transportation and Infrastructure Committee member. Guided by the principles of faith, family, free markets, and education, Owens has consistently championed policies that promote opportunity and self-reliance, principles that align perfectly with our mission at the Caldwell Institute for Public Safety.
